In a cup or small bowl, combine flour with salt and pepper. Sprinkle about half of the flour mixture over the potatoes; repeat with another layer of potatoes and the flour mixture and top with remaining potato slices. Dot with butter then pour hot milk over potatoes. Cover and bake at 375° for 45 minutes. Uncover; sprinkle cheese over the top. Return to the oven and bake, uncovered, for an additional 15 minutes, or until scalloped potatoes are tender and cheese has melted. (1 lb.) shredded American cheese Melt butter in heavy saucepan over low heat. Add flour, stirring until smooth. Cook 1 minute, stirring constantly. Gradually stir in milk, cook over medium heat, stirring constantly until thickened and bubbly. Peel and cut potatoes into 1/4 inch slices. Layer 1/2 of potato slices, onion, ham, salt, pepper, cheese and white sauce in order given in 1 1/2 quart casserole dish. Repeat. Cover and bake at 350 degrees for 2 hours. Melted 2 tbsp butter on stove, added flour mixture to that, added about 1 1/c c milk very slowly to that. Make 3 layers of potatoes: put a layer of chopped onion, spots of cream cheese, and flour/butter/milk mixture inbetween each layer. Put milk mixture only on top of third layer.
